Open Town Meeting
Marblehead uses an open town meeting — the form of direct democracy the town has practiced since 1649. Any registered voter may attend, speak and vote; there are no elected representatives. Speakers must state their name and address and are limited to two minutes. Votes are taken by show of hands unless the moderator orders a counted vote, which is required when a supermajority is needed. A quorum of 300 registered voters is required. The 2026 Annual Town Meeting convenes May 4 at 7 p.m. at Veterans Memorial Middle School with 40 warrant articles. The $122.8 million fiscal 2027 budget arrives against a structural deficit that the Select Board is proposing to close through a three-tiered Proposition 2½ override of $9 million, $12 million or $15 million — plus a separate ballot question on whether to fund curbside trash collection through the tax levy or household fees. Without an override, the town faces roughly 35 to 40 position cuts, severe reductions to the Abbot Public Library and continued pressure on schools and public safety.

Article 23 sets the no-override baseline at $109.78M (general fund).
Three tiered override ballot questions will ask voters for $9M, $12M or $15M in new revenue, split 62/38 between schools and town under an MOU.
If the override passes, Article 28 (schools: $6.2M/$7.2M/$8.5M) and Article 29 (town: $2.8M/$4.8M/$6.5M) restore
funding above that floor. A separate $2,298,575 trash override would fund curbside collection through the tax levy.
If both overrides fail, Articles 28 and 29 are void — and the $2.19M
curbside collection line item in Article 23 converts to a
roughly $262/household fee administered by the Board of Health.
